#Spain Plans for Transport Eco-incentives in 2022

Direct subsidies for railways and the use of maritime transport will amount to 120 million euros between 2022 and 2025

The Spanish Ministry of Transport, Mobility and Urban Agenda plans to launch the first call for eco-incentives for rail and maritime transport in the first quarter of 2022. This was announced by the department’s technical director of Planning, María Corral, during the course of the annual conference of the Spanish Association for the Promotion of Short Sea Shipping (SPC Spain), held today in Bilbao.

Corral has indicated that 120 million euros will be allocated to these subsidies to transport in simple concurrence in the period between 2022 and 2024. There is “no exact distribution in each mode of transport, although the forecast is that it will be 50% for each one, but it will depend on the characteristics of each line ”, explained the technical director of Planning of the ministry.

In the case of maritime transport, the potential beneficiaries of this aid will be the users, where appropriate, the road carriers that use the maritime services of the eligible lines.

María Corral has indicated that these eligible lines “will be regular maritime services specialized in accompanied and unaccompanied ro-ro cargo with three or more weekly departures.”

The technical director of Planning of the ministry has indicated that the “maximum intensity of the aid will be 30% of the operating costs, for which the freight will be taken as a reference, calculated for each eligible line based on external cost savings” .

Regarding the calculation of the eco-incentive, the environmental performance of the ship will be taken into account, with factors such as capacity, occupancy, type of fuel, emission reduction system, speed, consumption, emissions in port. and the maritime distance.

In addition, the environmental performance of the road (Euro standard of the truck, consumption, characterization of the route and distance) and the unit savings of external costs will also be analyzed for this calculation.

For each line, “the external cost savings produced by a truck that uses the maritime service to cover its journey is calculated compared to the one that only covers it by road.”

Regarding the selection of eligible lines, it will be carried out through a call directed to shipping companies scheduled for the first quarter of 2022 “and those chosen will be published with the value of the eco-incentive (euro / vehicle) for each line, for market knowledge. ”, Stressed María Corral.

Regarding the calendar for these grants, still provisional, in addition to the publication of the call in the first quarter of 2022, during the same year the shipping companies and eligible lines will be selected and published.

In the first quarter of 2023, the first window for the submission of applications from the beneficiaries and the accrual payment of 2022 will take place. In the following years, 2024 and 2025, the two remaining windows will be opened and the payment of the previous years will be made , 2023 and 2024, respectively.

The ecoincentive for the railway will be between 0.18 cents and 0.51 cents ton / kilometer

With regard to rail transport , the beneficiaries “in this first phase will be the railway companies, but it is foreseen that in a second phase they will provide an incentive to demand”.

The technical director of Planning of the ministry has indicated that they will be eligible for these eco-incentives “rail freight traffic (intermodal, automotive and other modalities except coal) on the Railway Network of General Interest of Spain”.

Regarding the aid, it will be 30% of the external cost savings of the rail transport compared to the road with a maximum of 30% of the operating costs. The ecoincentive is expected to be between 0.18 cents and 0.51 cents ton / kilometer.
